This position
is that of a Medical Administrative Officer assigned to the Office of the
Chief, Health Administration Service (HAS) located at the VA Caribbean
Healthcare System, San Juan, PR. You will be responsible for providing the full
range of administrative services in support of certain clinical services such
as Admissions, Enrollment, Eligibility, Ambulatory Care, Specialty Clinics,
Appointment Scheduling, Coding, Medical Records, Release of Information, Fee
Basis, Beneficiary Travel, Insurance Identification, and Data Management
Section. You will serve as Assistant Chief! , HAS; the principal
administrative executive of the Service reliev! ing the Service Chief of routine
administrative matters related to day-to-day operations of the Service.
You will devise and coordinate alternative means of problem settlement.
You will participate in policy and substantive decision making in the
Service. You will perform other related duties as assigned.

Work Schedule: Full-time Employment; Monday thru Friday; 8:00am to 4:30pm.

QUALIFICATIONS REQUIRED:
Possess one (1) full year of specialized experience, which equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Medical Administration Officer, GS-13 position. To be creditable, this specialized experience must have been equivalent to the GS-12 level in Federal service. Specialized experience may include but is not limited to: performing supervisory duties in conducting various inpatient and outpatient program activities; having a vast knowledge of patient care methodol! ogy; overall management of eligibility verifications of all veterans requesting service for medical care, death details, patient transfers from private institutions and to other medical facilities, obtaining insurance plan information, completing Means Test and Co-Payment exceptions, and issuance of VIC cards; managing all aspects of human resources management such as: recruitment, selection and placement, performance standards and appraisals, recognitions and awards, employee complaints and grievances; making initial decisions in grievances and disciplinary actions; providing technical and administrative supervision; approving and disapproving leave; assuring staff coverage of all programs; conducting and documenting monthly section employee meetings; assuring that all data is completed accurately and timely; assisting in the collection and transmission of data capture activities; ensuring that admissions are expeditiously entered into the computer system; preparing worklo! ad, statistical, and narrative reports; preparing graphs, spreadsheets,! PowerPoint and other presentations for briefings, meetings and other presentations; serving on committees, work groups, review teams; conducting meetings, briefings and other oral presentations on highly controversial and often sensitive issues. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. SELECTIVE PLACEMENT FACTOR#1: English and Spanish Language Proficiency. Proficient in speaking both English/Spanish in order to communicate with a wide range of people seeking services and/or providing orientation related to Health Administration services or clinics and communicate with non-speaking English customers such as: veteran's family, visitors, etc.; contacting private health care providers, local government agencies, and federal agencies are for the purpose of coordinating of exchanging information responding to patient's needs.

SELECTIVE PLACEMENT FACTOR#2: English and Spanish Writing Proficiency. Proficient in writing both English/Spanish in order to communicate to peers, supervisory personnel in regard to patient's service/eligibility; participating in process improvement teams; and maintaining working relationships with patients, physicians, nurses, volunteers, and visitors.

You wil! l be rated on the following Knowledge, Skills, Abilities and Other char! acteristics (KSAOs) as part of the assessment questionnaire for this position:

Knowledge and ability to
apply directives and regulations in a healthcare administration.
Knowledge of
relationships with other programs and key administrative support functions
