Software Programmer Trainee (Junior) Personnel : Minimum Education and/or Experience Requirements: A four-year degree in Computer Science or qualifying business experience in Computer Science from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education and three years (3) of software programming experience.

Systems Administrator Personnel: At a minimum, System Administrator (SA) personnel shall have a high degree of technical expertise with systems, servers, protocols, programming languages, databases e.g., Microsoft Server 2008, Windows/PC based client/server workstations and Server Administration, and at least 5 or more years information technology, client server, internet and programming experience; and familiarity with Defense Department classified and unclassified networks. The SME shall be Technical Level II certified per the requirements of DoDi 8570. The Systems Administrator shall be experienced in planning and coordinating the installation, testing, operation, troubleshooting! , and maintenance of hardware and software systems. Functions may include: Planning and scheduling the installation of new or modified hardware and operating systems and applications software; Managing accounts, network rights, and access to systems and equipment; Managing systems resources including performance, capacity, availability, serviceability, and recoverability; Implementing security procedures and tools; Developing and documenting systems administration standard operating procedures; Resolving hardware/software interface and interoperability problems; Ensuring systems availability, functionality, integrity, and efficiency; Maintaining systems configuration; managing the installation and integration of systems fixes, updates, and enhancements. Ensure the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of systems administration services. The Systems Administrator can also be a programmer.

Database Administrator Personnel : The Database Administrator personnel shall have 2+ years of active MS SQL development experience, to include construction, test, and deployment of stored procedures. They shall be able to demonstrate a thorough understanding of Transact-SQL and be able to create complex queries. In addition, they shall have a good understanding of SQL Server administration and Windows 2008 Server administration for a secure, high availability of the DoD environment. They shall be have familiarity with .Net programming (C#, VB), familiarity with Linux administration, and scripting and mysql. They shall be responsible for managing the functionality and efficiency of RLAS. Responsibilities could also include setting up administrator and service accounts, maintaining system documentation, tuning system performance, installing system wide software, validating and implementing critical system patches, and allocating mass storage space.

RLAS Service Desk ! Administrator Personnel : The Service Desk Manager/Team Lead shall have a minimum of 1 year experience managing a Service Desk using the CA tool suite in large enterprise networks, 1 year experience in ITIL, and 3 years experience in Information Technology. The Service Desk Specialist personell shall have general knowledge in all aspects of automation, telecommunications, and networks and be able to communicate with ease in front of large audiences of senior IT and communications personnel. A programmer or the Alternate Program Manager can also function as the RLAS Service Desk Administrator.
