The Chief, Nutrition and Food Service (N&FS) is the director of the department at a large medical center, an active teaching hospital ! affiliated with the University Of Puerto Rico School Of Medicine with a! number of medical specialties and medical subspecialties units. The duties and responsibilities of the Chief, Nutrition and Food Service include but are not limited to the following:
Establishes organizational structure and guidelines, performance standards, reporting requirements and defines the lines of authority and supervisory controls necessary and essential in carrying out the mission of the service. Provides leadership and guidance to ensure that all diverse activities of the staff are closely coordinated in order to achieve an effective integration of the key elements of patient care, education, training and research. Oversees the coordination of policy and procedure for nutrition care of veterans in the continuum of care and in a multidisciplinary model. Assures that all policies and procedures are in compliance with VA manuals, Central Office Guidelines, N&FS program guides, VISN guides, professional guidelines and JCAHO standards. Administers all aspects of ! a VA-sponsored accredited dietetic internship program which includes the overall planning and directing of the accredited post-baccalaureate degree dietetic internship program at the medical center, and ensures elegibility requirements and accreditation standards of the Commission on Accreditation for Dietetics Education of the American Dietetic Association (CADE) are met. Assures the menu planning, subsistence purchases, production, and delivery of safe, high quality, nutritionally adequate meals. Provide final approval of food standards and menu cycle. This involves making decisions, which substantially effect the economy of operations using cost studies on subsistence, nourishment, supplies, and manpower as a basis. Develops specifications for the procurements of food and supplies. Facilitates the development of service priorities which address the goals and objectives of the medical center, healthcare system and VISN. Establishes and implements short and long range goal! s for the service based upon current program needs. Makes independent d! ecisions with appropriate input management of existing programs and the development of new programs, taking into consideration staffing, budget, space, equipment needs program evaluation studies, and overall changes and developments within the medical center. Develops and administers a human resource management program for all employees that maximizes staff performance and job satisfaction and supports labor-management cooperation. Develops and implements staffing and position management goals that will support high quality food service, complex clinical nutrition care and constantly promote effective manpower utilization. Responsible for the determination and recommendation of the minimum number of professional, nonprofessional and clerical positions required to provide the essential components of nutritional care to the beneficiaries; screening of candidates and selection of dietetic personnel. Develops and administers a budget management program that provides for the eff! ective utilization of available financial resources, adequate monetary controls and budget estimates based on accurate and applicale data. Plans and justifies an annual budget for subsistence, supplies and personnel costs. Prepare justification for any deviation from allocated funds. Seeks and evaluates opportunities to reduce operating costs without jeopardizing nutritional care provided to patients including oral, enteral and parenteral nutrition. Establishes guidelines and standards for food management to provide efficient, economical and safe procedures for food procurement, storage, preparation and service. Directs personnel management program for the service by making decisions on all personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse actions. Reviews cases, documents and takes disciplinary action for employees with poor performance records and those involved in service disciplinary actions. Promotes positive ! labor-management relations by hearing employee grievances and complaint! s that are not resolved at a lower supervisory level.
Tour of Duty: Monday - Friday. From: 8:00 a.m. To: 4:30 p.m.
QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
 Citizenship: Citizen of the United States.
 Education: The individual must have earned a minimum of a bachelorÂ's degree from a U.S. regionally accredited college or university, and fulfilled each of the following criteria: a. Completed a didactic program in dietetics accredited by the Commission on Accreditaion for Dietetics Education (CADE). b. Completed a CADE accredited supervised practice program. c. Passed a national examination administered by the Commission on Dietetic Registration (CDR), the credentialing branch of the American Dietetic Association (ADA).
 Registration: All applicants must be registered with the CDR (Commission on Dietetic Registration).
 English Language Proficiency: Dietitians must be proficient! in spoken and written English.
SELECTIVE PLACEMENT FACTOR:
 Candidate must be proficient in spoken Spanish.
QUALIFICATION REQUIREMENTS:Grade Requirements:
Completion of 1 year of experience equivalent to the next lower grade (GS-13) level directly related to the position being filled, and must fully meet the Knowledge, skills and abilities at that level.
At GS-13:
1. Knowledge of clinical nutrition and principles of medical nutrition therapy sufficient to direct the clinical nutrition section at multiple sites, and the ability to coordinate clinical nutrition needs of patients with the administrative section (food production and service) at multiple medical centers, including consolidated facilities.
2. Knowledge of, and ability to, apply appropriate standards as specified by regulatory and accrediting organizations at multiple medical centers, including consolidated facilities.
3. Knowledge of th! e principles of management required to establish program goals and obje! ctives, to plan and administer aprogram, coordinate associated activities, evaluate program accomplishments, redefine priorities, and modify objectives at multiple medical centers, including consolidated facilities.
- 4. Ability to manage/supervise, i.e., plan, organize, delegate, direct, control, and review the activities of groups of subordinates that have diverse functions at multiple medical centers, including consolidated facilities.
- 5. Ability to assess the clinical competence, and evaluate and monitor the continuing education needs of professional staff at multiple medical centers, including consolidated facilities.
- 6. Ability to act as a mentor/consultant for health care providers including registered dietitians, dietetic interns, nurses, physicians, and allied health professionals at multiple medical centers, including consolidated facilities.
At GS-14:
1. Ability to perform, under administrative direction, with wide latitude for the exercise of independent judgment, work of unusual difficulty and responsibility.
2. Ability to plan and coordinate activities covering a broad range of nutrition and other programs involving multiple departments and/or facilities.
- 3. Ability to serve as a recognized expert to provide authoritative advice and coordination of nutrition care programs that may encompass multiple medical centers, including consolidated facilities or departmets.
