SCOPE OF THE PROJECT:
This individual will provide architectural support activities across a broad collection of modernization projects for the South Carolina Department of Health and Human Services (SC DHHS).
Current projects include the Eligibility and Enrollment Member Management System, the Medicaid Management Information System to replace the existing Medicaid Eligibility Determination System (MEDS) along with related requirements for MAGI-eligibility and connections to the Federally Facilitated Exchange (FFE); implementation of ACA-related operating rules and ICD-10 in the existing MMIS system (mostly mainframe); MMIS replacement planning (focused on an innovative strategy combining ASO services and encounter data analytics); as well as other projects driven by programmatic goals and objectives and coordinated through the Department¡¦s Project Management Office (PMO).
Candidate will work with both the project leadership ! on a day-to-day basis and assist the SC DHHS executive team to! assess scope, develop strategies, and drive synergies between and across these efforts in order for the Department to better serve its beneficiaries and other stakeholders at a minimum of cost to the taxpayer. These projects are highly complex and demand an exceptionally strong candidate with diverse experience able to communicate and present to senior leadership.

DAILY DUTIES / RESPONSIBILITIES:
The Senior Technology Consultant is responsible for design, analysis, and implementation oversight related to a variety of projects currently underway at SC DHHS. The Senior Technology Consultant will be required to offer technical leadership and expertise to SC DHHS executive leadership, senior staff and affiliated project and program managers. The Senior Technology Consultant will engage in project design, and implementation using their technical skills to assist the Department in transforming its technical infrastructure toward a modern enterprise-class envi! ronment.

Duties include:

  • Defining the core services layer of enterprise solutions, conceptualizing the flow of information and services in keeping with broader Department goals and strategy without regard for specific technologies/platform but through technical strategy and requirements;
  • Offering guidance regarding the coordinated implementation of enterprise class IT solutions, specifically the latest best practices in industry and government regarding service-based design (SOA) and n-tier architectures;
  • Working closely with technology teams (application development and infrastructure) to design and implement needed technologies to meet expected business performance;
  • Working closely with business owners (program managers, contract administrators and project management team) to define requirements and translate those requirements into technical requirements and enterprise design;
  • Documenting enterprise functio! nality, specifically in the form of Service Level Agreements that form ! the basis of performance requirements for enterprise solutions;
  • Seeking out opportunities for and ensuring ¡§re-use¡¨ throughout the enterprise;
  • Supporting development of security protocols and role management for enterprise class solutions;
  • Supporting the design and implementation of disaster recovery and business continuity planning;
  • Other duties as assigned.
  • In addition to technical expertise, highly qualified candidates will also have experience and subject matter knowledge of Medicaid and/or health eligibility and delivery systems. Familiarity with ICD-9/ICD-10 coding standards, X12 EDI transactions, and the
  • Affordable Care Act and it impacts on Medicaid eligibility and health insurance exchanges is also beneficial.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
  • Deep technical experience with the design and implementation of service-based architectures
  • Ability to conceptua! lize, organize, and plan complex, interrelated, enterprise-class services
  • Experience and understanding of enterprise-class technology system infrastructure
  • Strong understanding of information technology security
  • Strong understanding of disaster recovery and business continuity planning, methodologies, and solutions for enterprise environments
  • Superb written and oral communication skills, including the ability to give presentations to executive management. Strong proficiency in English is required.
  • Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make correct decisions and the courage to speak out when necessary.
  • Willingness and ability to effectively engage with people and organizations on a continuous basis
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
  • Experienc! e in healthcare IT including claims payment, insurance systems, enterpr! ise-class EHR/EMR (hospital systems)
  • Experience in IT operations for government payer programs (Medicaid or Medicare)
  • Understanding of the Medicaid Information Technology Architecture (MITA)
  • Medicaid eligibility system and/or business operations experience
  • Understanding of the Medicaid Enterprise Certification Toolkit (MECT)
  • Experience with IT and eligibility operations for SNAP or TANF programs
  • Experience as part of a multi-organizational project team
REQUIRED EDUCATION:
  • Bachelor Degree or equivalent experience; Master¡¦s Degree preferred.
